New Haven's staff is dedicated to providing excellent service and advocating for the City's residents in the best way possible. They are responsible for executing the mission, vision, and policies established by the City Council.

Forms of Government

The City of New Haven operates under a Mayor - Council form of government. The mayor is responsible for implementing policies and carrying out the business City government while the City Council is a seven-member elected council that determines all matters of policy. Along with the mayor and city council, the Clerk Treasurer is responsible for maintaining the City's finances and tax revenue. The Mayor, Clerk - Treasurer, and City Council are elected every 4 years. They are aided by the appointed position of the City Plan Commission, Board of Zoning Appeals, and the Board of Public Works and Safety. Comprehensive planning with a vision to the future is always kept at the forefront as city officials strive to enhance city services, work with business retention and expansion programs, and create economic development opportunities for business and industry.


City services are provided by a staff that includes about 300 regular full-time employees, nearly 50 regular part-time employees and a couple hundred seasonal workers (mostly in park and recreation programs). Many volunteers assist the staff.

Staff work is guided by City policies and the newly updated Comprehensive Plan. The City's mission is to provide effective and valued services, maintain a sound public infrastructure, offer premier public facilities and guide development and redevelopment of lands, all in a manner that sustains respect, integrity, and accountability to our citizens. We aim to improve upon the quality of life enjoyed by our citizens and businesses.
