Construction Projects
Construction and Stormwater
The City of New Haven and IDEM regulate construction projects that disturb one acre or more of land. Storm water runoff form construction sites picks up pollutants like trash, chemicals, oils, and dirt/sediment that can harm our rivers, streams, lakes, and coastal waters. To protect these resources, communities, construction companies, industries, and others, use storm water controls, known as best management practices (BMPs). These BMPs filter out pollutants and/or prevent pollution by controlling them at their source. Refer to the Engineering Department and Planning Department for more information on permitting and City Standards.

2025 Street Resurfacing Project
Community Crossings Matching Grant Program (CCMG 2024-01) - Asphalt Resurfacing (67 Street Segments and 99 ADA Ramps)
Bid Opening: June 18, 2024. Contractor: API Construction $2,256,500.00. ADA Ramp construction is scheduled to begin 3/10/25 and milling/asphalt resurfacing beginning late March 2025. Substantial Completion is June 30, 2025.

2025-26 Current City Projects
- Edgerton Rd Watermain Extension & Booster Station (W. of I-469 to E. of Barthaud Rd) - The work shall include the installation of approximately 14,510 LFT of 12" water main connecting to existing water mains, 715 LFT of 12" water main pipe in casings, 280 LFT of 22" steel casing via jack and bore under existing railroad and SCADA upgrades and new telemetry components at 15 sites. Schedule: beginning April 01, 2024 through Substantial Completion on or before October 2025.
- Minnich Rd Trail from Lincoln Highway to 900' south of SR 930 The work shall include the installation of a 10' asphalt trail including 16 new street lights on the west side of Minnich Rd until it gets to SR 930, crosses on the north side of SR 930 to the east side of Minnich Rd and ends at the north property line of the field just south of Parkview. Along with the previous Lincoln Highway Trail completed in the summer of 2025, will connect downtown New Haven to the New Haven District sports complex. There was a successful bid on 5/1/2025 and API Construction was the lowest responsible and responsive bidder at $823,900.00 which represented 0.17% under the Engineer's Estimate of $825,292.89. Substantial completion is currently scheduled for 5/29/2026.
- Tanglewood Addition Sanitary Sewer Relief Project - The work shall include the replacement or rehabilitation of sanitary sewers in Tanglewood. This project bid open on December 5, 2024 at 10:00am in the City Hall Community Room. Crosby Excavating was the low bidder at $1,527,286.00. Funding for this project will be ARPA. Construction began on 2/12/25 and Substantial Completion is September 13, 2025.
- Sanitary Sewer Replacement & Rehabilitation Project - The work shall include the replacement or rehabilitation of sanitary sewers for nine location throughout the city. There was a successful bid on 6/5/2025 and API Construction was the lowest responsible and responsive bidder at $747,000.00 which represented 1.98% over the Engineer's Estimate of $732,475.00. Substantial completion is currently scheduled for 5/30/2026.

- Line C: Alley between Garden & Green and Park & Elm (12" CIPP)

- Line E: College Ave between Elm & Alley south (8" PVC)
- Line F: Elm St between College & Garden south of Park (8" PVC)
- Line G: Garden St between Elm St & SR 930
- CCMG 2025-1 Edgerton Rd Full Depth Reclamation from city boundary to Webster Rd (4.44 Lane Miles) - The work shall include the full depth reclamation of the roadway, some widening, and a new right turn lane into Superior Aluminum. There was a successful bid on 5/15/2025 and API Construction was the lowest responsible and responsive bidder at $1,983,300.00 which represented 10.16% under the Engineer's Estimate of $2,207,548.46. Substantial completion is currently scheduled for 6/26/2026.
Future City Projects
South Maplecrest Rd Improvements (INDOT LPA) - Phase I Des#2100599 - Phase I: South Maplecrest Road from approx. 600 feet south of SR930 to Moeller Road. The Improvements will consist of roadway widening to a three-lane section (2 travel lanes with a continuous center two way left turn lane), including the reconstruction of the bridge over the Trier Ditch. This project is being constructed under two separate letting contracts. Phase 1 is expected to let in fiscal year 2028 and Phase 2 in fiscal year 2030. South Maplecrest Road will be designed to provide a three-lane pavement section consisting of a 12' lane in each direction and a 14' wide continuous center two-way-left-tum lane. Design will include Curb and Gutter along South Maplecrest. Drainage will be carried through roadside ditches or enclosed storm system. Signing and pavement marking plans. The design for the replacement of the existing bridge over the Trier Ditch to accommodate the expanded roadway improvement width. Roadway lighting will be designed for the entire length of the project. The funding for both phases is INDOT HSIP 90/10 split with the city. Bid date is scheduled for 10/27/2027.
South Maplecrest Rd Improvements (INDOT LPA) - Phase 2 Des#2300600 & 2101081 - Phase II: South Maplecrest Road from Moeller Road to Seiler Road; The intersection of Moeller Road and South Maplecrest Road will be converted to a roundabout, along with a possibility of converting South Maplecrest Road and Seiler Road intersection to a roundabout intersection. This project will also include the installation of an 8-foot pedestrian trail along the east side of the road (in concept stage). A right turn lane on Moeller to turn north on Maplecrest will be constructed in lieu of a roundabout due to AEP Transmission poles needing relocated will be too expensive. Bid date scheduled for 10/29/2029.
Rose Ave & Linden Rd Intersection Improvement (INDOT LPA) Des#2300608 - A planned new single lane roundabout for traffic calming and safety. This project is scheduled for a FY2028 letting. The funding for this project is HSIP INDOT 90/10 split with the city. Bid date is scheduled for 10/27/2027.
